Kathryn Doi brings
over 20 years of complex business litigation and government experience
to the Healthcare Practice
Team. In addition to representing healthcare providers in payment
and compliance disputes and advising them with respect to administrative
and regulatory matters, Kathryn will continue to advise and represent
clients with respect to administrative and regulatory proceedings before
state agencies, and in litigation involving rulemaking, administrative
actions, and bid protests.
Previously, Kathryn
served the State of California as a Senior Deputy Legal Affairs Secretary
in the Office of the Governor. In that capacity, she provided
the legal support for Indian gaming compact negotiations and served
as the legal office liaison to several state agencies.
From 2000 to 2002,
Kathryn served as Counsel to the Secretary of the Technology, Trade
and Commerce Agency, where she was responsible for agency compliance
with state and federal laws and oversaw agency rulemaking. She
supervised the legal staff and advised the Secretary on legal matters
pertaining to programs, policies, legislation, and administration.
From 1994 to 2000,
Kathryn was Staff Counsel to the Commission on Judicial Performance,
where she investigated and evaluated alleged ethics violations by California
state court judges. Kathryn’s other legal experience includes
clerking for the Honorable Jane A. Restani, Court of International Trade,
in New York, New York. Before law school, she worked as a Congressional
Intern, sponsored by then‑Congressman Norman Mineta, for the U.S.
House of Representatives, Public Works and Transportation Committee.
Kathryn received
a B.A. in Economics from Stanford University and her J.D. from the University
of California, Davis.
